Swat District
Swat District, with a population of 1.5 million and an area of 1,362 km², is the administrative and economic centre of the Lower Swat Valley. Created after the bifurcation of the former Swat District, the district comprises four tehsils - Babuzai, Barikot, Charbagh, and Kabal - with its headquarters established at Gulkada (Babuzai). With 39 Union/Village Councils, Lower Swat represents the densely populated and commercially active part of the valley, serving as a key hub for administration, trade, education, and public services. The creation of the district is expected to strengthen local governance, improve service delivery, and support more balanced socio-economic development by bringing administrative institutions closer to the population.

Priority Issues & Challenges
- Road infrastructure — Improved connectivity through the Swat Motorway has strengthened access, but urban congestion, internal road pressure, and maintenance of routes across Babuzai, Barikot, Charbagh, and Kabal remain challenges.
- Water crisis — Despite the Swat River system, inadequate water supply infrastructure and pollution from urban waste and marble activities affect water availability and quality.
- Health — Major hospitals in Saidu Sharif and Mingora serve as the valley’s healthcare hub, but increasing population pressure creates challenges in capacity and specialist services.
- Unemployment — As the commercial centre of Swat, the district depends on trade, tourism, agriculture, and small industries, but limited employment opportunities remain a concern.
- Environmental challenges — Urban expansion, deforestation, waste management issues, marble dust, and flood risks remain major environmental concerns.
