- The Government of Khyber Pakhtunkhwa currently finances provincial administration through a large non-development/current expenditure budget shared across its divisions.
- In addition to mandatory offices, the Government of Khyber Pakhtunkhwa presently operates through numerous administrative departments and attached formations.
- Under the proposed restructuring plan for a Malakand Province, these functions are consolidated into 16 departments plus mandatory offices, based on similarity of mandate and service delivery requirements.
- The existing current budget of the Government of Khyber Pakhtunkhwa would be reallocated across the province’s divisions (newly formed provinces), taking into account the area and population of each respective division.
- In the proposed arrangement, DG offices will be abolished, and their functions will be shifted to Provincial Secretariats (Existing Commissioner Offices).
- District-level field staff will remain unchanged; only Provincial Secretariat staffing has been proposed in the cost working.
